The Department of Social Welfare and Development (DSWD) Field Office XI through its Disaster Response Management Division (DRMD) disbursed a total of PHP559,966,748.22 for disaster response-related activities in 2023 through its regular programs and augmentation to other neighboring regions. 

Under the Risk Resiliency Program – Climate Change Adaptation and Mitigation – Disaster Risk Resiliency (RRP-CCAM-DRR) through the Cash-for-work (CFW) modality, a total of PHP148,026,480.00 was released to 33,796 individuals residing in Davao City, Davao del Norte, and Davao de Oro. 

The Emergency Cash Transfer (ECT) and CFW programs with a total of PHP208,304,580 aided the families affected by the massive earthquake in Davao de Oro on March 2023. 

The DRMD distributed 220,534 Family Food Packs (FFPs) amounting to PHP165,915,333.00 and 9,230 Non-Food Items (NFIs) totaling PHP26,454,586.22 to local government units (LGUs) who requested augmentation for relief operations after calamities and disaster. 

DSWD XI also augmented the requests of other nearby regions last year amounting to PHP6,485,800.00 worth of FFPs delivered to the Caraga Region. In contrast, PHP246,969.00 worth of FFPs were sent to Region X, and PHP4,533,000.00 worth of FFPs were sent to Region XII. 

Davao Region’s disaster incidents throughout the year have been covered in comprehensive detail provided by the Disaster Response Information Management Section (DRIMS) of DRMD. 

The DRMD has significantly improved its readiness for disasters through extensive training programs. These include Quick Response Team Orientation, Camp Coordination and Management, Comprehensive Emergency Program for Children Training, Women and Child-Friendly Space Training, and Humanitarian Supply Chain Management Course. These efforts, which involved 207 participants, aim to enhance disaster response capabilities. Collaborative efforts with local government units strengthen disaster management capacity, empowering individuals and organizations to mitigate societal impact.

A new modality under the RRP-CCAM-DRR eyed to be implemented this year dubbed Project LAWA at BINHI (Local Adaptation to Water Access and Breaking Insufficiency through Nutritious Harvest) is being hoped to equip people with the readiness and resilience to face the challenges brought by the El Niño phenomenon. 

In the wake of calamities and disasters, DSWD XI vows to continue its efforts in responding to the people’s needs as the vice chair for the disaster response cluster of the Regional Risk Reduction Management Council (RDRRMC) XI. (DSWD FO XI/LJSB/EMCJr)
