In an extraordinary display of commitment to community-driven development, the Department of Social Welfare and Development (DSWD) Field Office XI through the Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS) poured an allocation of PHP496,000,000.00 that completed 446 subprojects, comprising 83 payouts for Kapangyarihan at Kaunlaran sa Barangay – Cash-for-Work (KKB-CFW), 252 projects for the National Community-Driven Development Program – Additional Financing (NCDDP-AF), and 111 subprojects for Philippine Multisectoral Nutrition Project (PMNP) last October 2023. This ambitious target marks a historic high for the number of subprojects and funds allocated since the program’s inception in 2002.

Despite challenges, the program has adhered to stringent timelines, with AF and KKB’s completion last October 2023 and PMNP which transitioned to Phase 2 at the end of the year. 

Through the concerted efforts of the Area Coordinating Teams (ACTs), the Regional Program Management Office (RPMO) focal persons, Local Government Units (LGUs), and dedicated community volunteers, substantial progress has been achieved including the downloading of 151 Requests for Fund Release (RFRs), awarding of 592 packages to lowest and responsive contractors, and an impressive 70% completion of subprojects under AF and KKB just by November 2023.

Fund utilization has been exemplary, with a staggering 94.97% disbursement, surpassing the adjusted target of 90%. Beyond AF, KKB, and PMNP, the program has successfully implemented the Balik Probinsya Bagong Pag-asa Program, serving 255 beneficiaries with various assistance packages totaling PHP44,480,019.11.

Meanwhile, KALAHI-CIDSS FO XI just introduced the Payapa at Masaganang Pamayanan (PAMANA) Indigenous People Community-Driven Development (IP-CDD) last year to the 10 barangays in the Municipality of Sta. Cruz, Davao del Sur with a PHP12,000,000.00 allocation. Simultaneously, the Cash-for-Work program for college graduates, with PHP 3,275,542.00, surpasses its 500-beneficiary target, reaching 850 participants, primarily college students. These initiatives underscore KALAHI-CIDSS FO XI’s commitment to precise, community-specific development strategies for maximum impact.

While proud of these accomplishments, the commitment of DSWD through KALAHI-CIDSS remains unwavering by pushing the streamlining of the CDD approach not just in LGUs but on a national scale.
