The Pantawid Pamilyang Pilipino Program or the “Conditional Cash Transfer Program” is a poverty reduction and social development strategy of the National Government implemented by the Department of Social Welfare and Development (DSWD) that provides “conditional cash grants” to extremely poor households to improve their health, nutrition and education particularly of children aged 0-18.

Pantawid Pamilya has dual objectives:

  • Social Assistance – to provide cash assistance to the poor to alleviate their immediate needs (short term poverty alleviation); and
  • Social Development – to break the intergenerational poverty cycle through investments in human capital.

The program helps to fulfill the country’s commitment to meet the Millennium Development Goals, namely: (1) Eradicate Extreme Poverty and Hunger, (2) Achieve Universal Primary Education, (3) Promote Gender Equality (4) Reduce Child Mortality, and (5) Improve Maternal Health.

SELECTION AND IDENTIFICATION OF POTENTIAL BENEFICIARIES

Eligible beneficiaries must be:

  1. Residents of the poorest municipalities based on 2003 Small Area Estimates (SAE)

of National Statistical and Coordination Board (NSCB);

  1. Households whose economic condition is equal to or below the provincial poverty

threshold;

  1. Households that have children 0-14 years old and/or have a pregnant woman at the

time of assessment;

  1. Households that agree to meet the conditions specified in the program; and
  2. Households that have no regular income.

The poorest households in the municipalities are selected through a Proxy-Means Test. This test determines the socio-economic category of the families by looking at certain proxy variables such as ownership of assets, type of housing, education of the household head, livelihood of the family and access to water and sanitation facilities.

The DSWD selects the beneficiaries through the Listahanan (formerly known as the National Household Targeting System for Poverty Reduction [NHTS-PR]) program where assessment of households in the selected municipalities is conducted to identify who and where the poor are.

CO-RESPONSIBILITIES OF PROGRAM BENEFICIARIES

To avail of the cash grants beneficiaries should comply with the following conditions:

  • Health
  1. Pregnant women must avail of pre- and post-natal care and be attended during childbirth by a trained health professional;
  2. O-5 year old children must receive regular preventive health check-ups and vaccines;
  3. 6-14 years old children must receive deworming pills twice a year.
  • Education
  1. 3-5 year old children must attend day care or preschool classes at least 85% of the time.
  2. 6-18 year old children must enroll in elementary or high school and must attend at least 85% of the time.
  • Parents must attend monthly-held Family Development Sessions (FDS).

 

PROGRAM PACKAGE

The program provides conditional cash grants to beneficiaries to wit:

P500 per month per household for health and nutrition expenses; and P300 /month per child who is in elementary and P 500/month per child who is high school for educational expenses (for the school year). A maximum of three children per household is allowed.

The cash grants shall be received by the most responsible person in the household. There are four ways to receive the cash grants: (1) through Onsite/Offsite Over-the-Counter Payouts by Land Bank; (2) through a Land Bank Cash Card; (3) through Offsite Over-the-Counter Payouts by Postal Bank and (4) through partner rural banks and conduits.

 

SANCTIONS FOR NON-COMPLIANCE TO CONDITIONS

 

First Offense: The beneficiary will not receive the cash grant for the said month that he/she did not comply with the program conditions.

Second Offense: The beneficiary will not receive the cash grant for the said month that he/she did not comply with the program conditions. The beneficiary will receive a written warning from his/her City/Municipal Link.

Third Offense: Non-compliance to the conditions for three consecutive times will result in the temporary suspension of cash grants; the beneficiary will not also be eligible for monitoring. The beneficiary has the Right to Appeal, 15 days upon the receipt of the written warning from his/her City/Municipal Link. The C/ML will forward the plea to the Grievance Redress Committee, where it will be processed and acted upon within a 3-month period.
