In the peaceful enclave of Purok 16, Barangay Mainit, Nabunturan, Davao de Oro, Rosemarie C. Benaires emerges as a symbol of hope and strength. At 42, this mother of three exemplifies how the Pantawid Pamilyang Pilipino Program (4Ps) has not only transformed individual lives but also uplifted entire communities.

Rosemarie’s journey began in January 2012 when her family became part of Set 5a of the 4Ps. With her husband Renato working as a farm maintainer, their family of five lived on an income of only eight thousand pesos a month. The financial struggles were real, but so was Rosemarie’s resolve to improve her family’s future. What started as a lifeline soon became an opportunity for empowerment.

Just a year into the program, Rosemarie was elected as a Parent Leader, overseeing 28 fellow 4Ps beneficiaries. Her role as a Parent Leader was more than just administrative—she became a guide and advocate for her peers, helping them remain compliant with program requirements in education and health. In time, she secured assistance from the local government to provide further aid to her community. Her leadership within the 4Ps program became the foundation for even broader community impact.

Her growing reputation for dedication and service led her to be appointed a member of the Lupong Tagapamayapa in 2014, where she mediated family and community disputes. By 2016, she was recognized as the President of all 4Ps Parent Leaders in Barangay Mainit, further solidifying her influence.

As President, Rosemarie didn’t just manage; she innovated. She launched the “Bantay Bata” initiative, rallying community members to ensure that every child in their neighborhood was attending school and accessing health services. She also organized community funds, supported bereaved families, and spearheaded projects to address infrastructure and education. Under her leadership, a group wedding was held for Pantawid beneficiaries, exemplifying her vision of unity and support.

Beyond her role in the 4Ps, Rosemarie has chaired her purok since 2014, overseeing critical projects such as the construction of a covered court and a purok house. Her efforts in solid waste management and environmental sustainability have won her purok multiple awards. Even during the pandemic, her vigilance and guidance were crucial in protecting her community’s health, as she served on the Barangay Health Emergency Response Team.

Through various training sessions and leadership roles, including as President of the Parents and Teachers Association at Mainit Elementary School and head of the Mainit Riders Mix Club, Rosemarie’s leadership touches every corner of her community. Her efforts have led to securing resources for schools, organizing charity rides, and even constructing a motorcycle terminal—all while remaining grounded in the values of service, humility, and compassion.

Rosemarie’s story is a vivid testament to the transformative power of the Pantawid Pamilyang Pilipino Program. From a mother struggling with poverty to a community leader whose influence touches countless lives, her journey is one of empowerment—proving that with the right support, even the most challenging circumstances can become a platform for change and leadership.
