The Pantawid Pamilyang Pilipino Program (4Ps) of the Department of Social Welfare and Development (DSWD) Field Office XI conducted its quarterly Regional Action Center (RAC) II meeting last April 13, 2022. It was participated by Regional Director Atty. Vanessa B. Goc-ong, Asst. Regional Director Ronald Ryan R. Cui, 4Ps Division Chief Margie G. Cabido, thirteen (13) Landbank of the Philippines (LBP) Davao Region managers headed by RAC co-chairperson Ms. Aurea B. Bertulfo, Unconditional Cash Transfer represented by Sharmayne Maranguit and 4Ps Cash Grants Financial Analyst Ana Marie J. Miranda.

The said meeting shall be the basis of the National Action Center in monitoring the status of the implementation of the payment of cash grants. Members of RAC II discussed the List of Transfer of Funds (TOF) and Approved Change Grantees. They also responded to queries on Cash Card Distribution and other Financial Transactions in the 4Ps. LBP of the Davao Region also shared the updates on rejected, purged, and non-moving accounts.

The engagement of the DSWD with the Land Bank of the Philippines was strengthened by the issuance of a Memorandum of Agreement (MOA) that stipulated the procedures for the distribution of cash grants mutually agreed upon by both parties. The said MOA shall require the creation of Committees at three levels e.g. National Coordination Committee (NCC), National Action Center (NAC), and Regional Action Center (RAC) to ensure prompt, proper, effective, and efficient distribution of cash grants to 4Ps eligible beneficiaries. Thus, updates on the MOA with LBP and its Implementing Rules and Regulations (IRR) from the Financial and Management Service of the 4Ps National Program Management Office (FMS-NPMO) were also discussed during the meeting.

As partners in targeting the main goals of the 4Ps, DSWD and LBP Davao Region also discussed and resolved issues and concerns, and agreed on way-forward steps.
