The Department of Social Welfare and Development (DSWD) Field Office XI recently held the quarterly meeting of the Inter-Agency Council Against Trafficking (IACAT) XI on June 9, 2025, at the DSWD XI Regional Office in Davao City. This meeting aimed to reinforce the collective commitment to combatting human trafficking and online sexual abuse and exploitation of children (OSAEC) across the Davao Region. 

Meeting Objectives and Highlights The quarterly meeting served as a platform for participating agencies to share their current initiatives and advancements in the fight against trafficking and OSAEC. Notably, updates were provided by the Philippine National Police (PNP) Women and Children Protection Desk (WCPD), the Department of Justice–Prosecution, and DSWD XI, detailing ongoing cases and measures taken to address these critical issues within the region. 

Representatives from various non-governmental organizations (NGOs) also contributed by showcasing their progress on advocacy efforts and support services tailored for victim-survivors. The discussions emphasized the necessity of broadening information campaigns to reach remote areas, enhancing reporting and monitoring systems, and implementing grassroots intervention strategies to bolster the regional response. 

The meeting saw participation from a diverse group of stakeholders, including national government agencies (NGAs), local government units (LGUs), NGOs, and partner institutions. This collaborative effort underscored a united front in the mission to eradicate human trafficking and protect vulnerable children. 

Atty. Janet Grace B. Dalisay-Fabrero, Regional Prosecutor and IACAT XI Network Chairperson, delivered an opening address highlighting the unwavering dedication of the network’s members. She stressed that the fight against trafficking is a shared responsibility, requiring ongoing collaboration and coordination to dismantle trafficking networks effectively. “Together, we uphold justice and work towards a common goal: to end human trafficking and OSAEC in all its forms,” remarked Dalisay-Fabrero. 

DSWD XI OIC Regional Director and IACAT XI Co-Chair, Ms. Melinda A. Paragamac, reinforced the agency’s commitment to the anti-trafficking initiative. She reaffirmed DSWD’s robust support for multi-sectoral collaboration and promised comprehensive recovery and reintegration services for victim-survivors. “Our programs are designed to restore dignity and hope to every trafficking survivor. We remain dedicated to this cause alongside our valued partners,” Paragamac stated. 

Conclusion and Forward Outlook As the meeting concluded, the resolve of IACAT XI members was stronger than ever. Driven by a shared vision of a Davao Region free from exploitation, the council vowed to continue strengthening partnerships and fostering deeper commitment among stakeholders. Together, they are moving forward with renewed energy to protect the vulnerable, uphold justice, and ensure that no community is left behind in the fight against human trafficking and OSAEC.
