The Department of Social Welfare and Development (DSWD) Field Office XI has recently concluded a comprehensive initiative aimed at enhancing the capabilities of Local Government Units (LGUs) in delivering social welfare services. Between March and April 2025, the office conducted extensive monitoring and technical assistance activities across 54 LGUs in the Davao Region.

This endeavor, led by the Office of the Regional Director (ORD) –Technical Advisory Assistance and Other Related Support Services (TAAORSS), in collaboration with the Policy and Plans Division (PPD) –Policy Development and Planning Section (PDPS), focused on assessing the Service Delivery Capacity and ensuring compliance with Social Welfare and Development (SWD) laws.

Field Validators, comprising experienced Social Workers and Para-Social Workers from the Regional Monitoring Team and Sectoral Technical Working Group, engaged directly with Local Social Welfare and Development Offices (LSWDOs). Their activities included document reviews, provision of hands-on technical assistance, and capacity-building sessions.

A key component of this initiative is the preparation for the 2026 Service Delivery Capacity Assessment (SDCA), which evaluates LSWDOs across three domains—namely, Administration and Organization, Program Management, and Institutional Mechanism. This assessment aims to ensure that LSWDOs are well-equipped to fulfill their roles effectively.

These activities align with the DSWD’s mandate to provide technical assistance and resource augmentation to LGUs, as stipulated in the Local Government Code of 1991. By transitioning from direct service provision to a supportive role, the DSWD empowers LGUs to deliver compassionate and responsive social welfare services.
