The Department of Social Welfare and Development Field Office XI (DSWD FO-XI) convened members of the Area-Based Standards Network (ABSNet) and Social Welfare and Development Agencies (SWDAs) across the Davao Region today, June 3, 2025, at the DSWD XI Seminar Hall. The assembly aimed to enhance the overall functionality of ABSNet and reinforce the delivery of quality social welfare programs through stronger regulatory compliance.

This initiative underscores DSWD’s commitment to upholding regulatory standards, policies, and guidelines, ensuring that SWDAs operate in alignment with the Department’s mission of delivering efficient and effective social welfare and development services.

The event opened with a welcome message from DSWD XI Officer-in-Charge Regional Director Merlinda A. Paragamac. This was followed by a presentation from Maribel C. Guerra, RSW—Executive Director of Cor Jesu College, Br. Polycarp Institute Community Development Foundation Inc., and a member of the National ABSNet Membership and Communication Committee—who discussed the key provisions of Memorandum Circular No. 08, series of 2025.

Noel A. Acampado, Head of the Policy Development and Planning Section, then provided an orientation on the Social Protection Plan for 2023–2028.

Under the updated framework, all licensed and accredited SWDAs are automatically considered members of ABSNet. Public SWDAs with valid accreditation, as well as private SWDAs holding a Certificate of Registration and License to Operate (CRLTO) or accreditation, are now mandated to take part in regulatory functions and community-based capacity-building initiatives.

The orientation emphasized the critical role of a strong and functional ABSNet in promoting accountability and improving the implementation of social welfare programs—ultimately ensuring that the needs of the most vulnerable sectors are met.

Outcomes of this assembly are expected to result in more streamlined processes, strengthened collaboration, and enhanced service delivery across the region through a more active partnership among ABSNet and SWDA members.
