
The Department of Social Welfare and Development Region XI (DSWD XI) and SM Foundation Inc. officially sealed their commitment to strengthen emergency response efforts through the signing of a Memorandum of Agreement (MOA) for the “Operation Tulong Express” program held at SM Lanang on Thursday, May 8, 2025.
This partnership is geared toward providing timely and efficient humanitarian assistance to individuals and communities affected by disasters caused by both natural and human-induced hazards across the Davao Region, through fundraising efforts, donation drives, and logistical support, particularly during disaster response operations.
DSWD FO XI OIC-Regional Director Merlinda Paragamac, SM Foundation Assistant Vice President for Outreach Programs Cristina Angeles, DSWD FO XI Assistant Regional Director for Operations Gemma Dela Cruz, and SM Lanang Assistant Mall Manager Precious Ann Legario were present during the ceremonial signing.


In her remarks, Paragamac expressed gratitude for the continued collaboration with SM Foundation, citing its invaluable contribution to disaster-stricken communities in the region. She emphasized that such partnerships significantly expand the Department’s capacity to serve those in need.
“We are grateful for this partnership with SM Foundation. Ilang years na tayo, but we keep on going with this partnership because malaking tulong ito sa ating mga kababayan na nangangailangan, lalong-lalo na in times of disaster. So ito ay isang “Tulong Express” kung saan ang makikinabang ay ang ating mga biktima ng disaster,” said Paragamac.


Meanwhile, Angeles highlighted SM Foundation’s long-standing commitment to working hand-in-hand with DSWD, expressing her honor in partnering with the ‘angels in red vests’ who continue to inspire with their compassion and unwavering dedication to public service.
“Napakalaking karangalan po para sa SM, kasi matagal ko na pong ni-look forward na ma-formalize ito—and it happened here in your region. Thank you very much po. And I hope that it’s no longer just about strengthening the partnership, kasi parang talagang ganoon na ganoon na ang tulungan natin, pati na rin ang rapport natin sa paggawa at pagkilos—parang magkikindatan na lang ang mga tao natin sa ilalim, at pare-pareho pare-parehong nagsasama ang mga puso nila. And I always believe because of DSWD, we have all learned not only the act of giving, but the way we should give—how to feel and empathize with the victims of calamity,” Angeles shared.
“Operation Tulong Express” is a quick-response initiative launched by SM Foundation to mobilize assistance during emergencies. Through this renewed partnership, DSWD XI and SM Foundation reaffirm their commitment to provide timely, organized, and compassionate support to the most vulnerable sectors in the region—ensuring that no one is left behind in times of crisis.
