As part of its ongoing commitment to equip regional stakeholders with the technical expertise and support necessary to improve budget preparation and expenditure management processes, the Department of Social Welfare and Development (DSWD) Field Office XI, through the Enhanced Partnership Against Hunger and Poverty (EPAPH), successfully signed a new Memorandum of Agreement (MOA) with the Department of Budget and Management (DBM) Field Office XI on March 31, 2025, at the DBM XI Office in Matina, Davao City.

The signing was attended by DSWD XI, led by OIC Regional Director Merlinda Paragamac, RSW, MSDA, and Innovations Division Chief Anne Y. Jickain, alongside DBM XI, represented by Regional Director Gary R. Martel, CPA, MPA, CESO III, and Chief Budget and Management Specialist Carolina C. Armda.

This partnership aims to strengthen the capacity of client agencies to manage their budgets more effectively, ensuring that public funds are allocated and utilized efficiently to meet the region’s development needs. Through the agreement, DBM XI will offer tailored technical assistance, particularly in planning and overseeing budget preparation activities for agencies under its jurisdiction. Additionally, DBM XI will evaluate client agency requests and proposals, recommending the most appropriate actions.

These collaborative efforts will enhance the implementation of projects and programs under the EPAPH initiative, benefiting vulnerable sectors across the region.
