Nestled in the heart of Poblacion Boston, Davao Oriental, a profound initiative of the community is unfolding: the establishment of a Child Development Center (CDC). But beyond the mere construction lies a distinctive essence—a spirit of collaboration and inclusivity that propels its journey toward success. At its helm is the transformative force of participatory planning, driving a community-driven development approach that empowers locals to mold their destinies and ignite the aspirations of their children.

On May 6, 2024, a diverse array of stakeholders converged for a pivotal consultation session, setting the tone for the road ahead. Led by the Deputy Regional Program Manager of the Department of Social Welfare and Development Field Office XI (DSWD) Field Office XI – Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services (KALAHI-CIDSS), Giovani Yugo, alongside Supervising Administrative Officer Billie Jane O. Cadayona, and the Municipal Mayor, Hon. Rowell F. Rosit, the gathering epitomized the essence of participatory planning in motion.

Participatory planning transcends mere procedural steps; it embodies a philosophy that cherishes the voices and contributions of all involved. In the context of the CDC project, this principle resonated deeply as community members, including local officials and volunteers, took center stage. Together, they crafted a blueprint for the project’s execution, ensuring alignment with the aspirations and necessities of those it sought to benefit.

Central to this process was the promotion of transparency and accountability. Through open discussions, stakeholders gained insights into the project’s financial intricacies, with a total budget of PHP1,817,895.68.00. Predominantly sourced from a grant by the KALAHI-CIDSS, supplemented by contributions from the Local Government Unit (LGU) and Barangay LGU, this transparent financial disclosure fostered trust and instilled a sense of ownership among the community.

However, the true essence of participatory planning lies in its ability to translate abstract concepts into tangible realities. By harnessing communal wisdom, stakeholders identified crucial priorities and navigated challenges, thereby facilitating informed decision-making and strategic interventions. From ensuring inclusivity in design to mitigating potential risks, participatory planning emerged as the cornerstone upon which the CDC would be erected.

As construction advances, the CDC embodies more than a mere edifice; it symbolizes the resilience and unity of a community bound by a shared purpose. Through participatory planning, Poblacion Boston isn’t merely erecting a center; it’s fostering a culture of empowerment and collaboration that will endure for generations.
