In a proactive move to enhance the capabilities of its field staff, the Department of Social Welfare and Development (DSWD) XI’s Sustainable Livelihood Program (SLP) conducted two crucial capacity-building activities this April 2024. These sessions aimed to empower staff with updated knowledge and practical skills to better serve communities and ensure the effective implementation of development projects.

First Batch: Implementing Project Development Officers (IPDOs)

The first batch of participants, composed of Implementing Project Development Officers (IPDOs), underwent a refresher course on Memorandum Circular No. 7 s. 2023 – Project Proposal Preparation. This session had several key objectives:

  • Revisiting Guidelines: Participants reviewed the guidelines and guidance notes on the implementation of MC 7 series of 2023, ensuring a comprehensive understanding of the procedural requirements.
  • Standard Formats and Templates: The session presented the standard format and templates for project proposals, enabling officers to prepare well-structured and compliant documents.
  • Workshop and Output Presentation: Practical workshops allowed participants to apply their knowledge in preparing project proposals, followed by output presentations and recommendations.
  • Identifying Common Findings: The training also highlighted common findings during project proposal reviews at the regional level, helping officers avoid frequent pitfalls.

Second Batch: Monitoring Project Development Officers (MPDOs)

The second batch consisted of Monitoring Project Development Officers (MPDOs), who participated in the roll-out training on the Usbong Implementation Phase. The objectives for this session were:

  • Review of PUNLA Implementation Phase: Participants revisited the PUNLA implementation phase to ensure continuity and coherence in their work.
  • Understanding USBONG Components: The training delved into the major components of the USBONG implementation phase and its connection to both the PUNLA and SIBOL phases.
  • Simulation Exercises: A Pre-Usbong Implementation Conference simulation exercise provided a practical experience, enhancing participants’ readiness for real-world application.

Leadership and Support

DSWD XI Promotive Services Chief and newly appointed Assistant Regional Director for Administration, Merlinda A. Paragamac, along with Regional Program Coordinator Dexter M. Lara, played a pivotal role in welcoming the participants and leading the training sessions. Their leadership, along with the support of the SLP Regional Program Management Team, ensured the effectiveness and smooth conduct of the activities.

Additionally, DSWD XI Regional Director Atty. Vanessa B. Goc-ong extended her support and encouragement to the participants, reinforcing the importance of their roles in community development and the department’s commitment to their professional growth.
