Davao City, July 6, 2023 – The Department of Social Welfare and Development (DSWD) and the Food and Agriculture Organization of the United Nations (FAO) hosted a Project Design Validation Workshop for its pilot project entitled Building on Social Protection for Anticipatory Action and Response in Emergencies and Disasters (B-SPARED) at Microtel by Wyndham, Davao City on July 4-7, 2023.

In 2020, DSWD and FAO established a Cooperation Agreement which aims to create an Adaptive and Shock Responsive Social Protection System (ASRSP) in the Philippines. 

The project called “Increasing Capacities and Scale for Anticipatory Action Including through social protection systems,” is supported by the European Union and its objective is to test the Anticipatory Action (AA) approach by implementing a robust shock-responsive social protection (SRSP) system that can provide timely interventions. 

AA is an innovative strategy that connects early warnings to actions intended to safeguard vulnerable families and their assets before a hazard occurs. 

In 2021, a roadmap was approved to establish the ASRSP in the country and it focuses on leveraging existing social protection systems and pilot-testing flood anticipatory action. 

DSWD and FAO collaborated on developing the roadmap and conducted field missions and workshops to gather information from the previous years and in 2022, B-SPARED was created to shift from conceptual to practical application of ASRSP and AA.

To finalize the design of the B-SPARED pilot project, a validation workshop with regional offices and local government units was conducted to gather input and secure commitments for the pilot implementation in Caraga Region and Region 12. 

The workshop was participated by the DSWD regional field offices in CARAGA and Region XII, together with the municipalities of Midsayap, North Cotabato, and Bacauag, Surigao del Norte as the pilot implementers of the project.
