Davao City – In issuing Memorandum Circular (MC) No. 9, Series of 2020 or the Omnibus Guidelines in the Implementation of the Emergency Subsidy Program (ESP), the Department of Social Welfare and Development clarified that the ESP through the Social Amelioration Programs (SAP) of the government are only for low-income families.

The ESP shall be provided to the families most affected by the virtual economic standstill and most vulnerable to the economic slowdown resulting from the COVID-19 crisis and are now unable to earn their daily sustenance under the stay-at-home or community quarantine conditions.

However, for the Department, only those low-income families who have members working in the informal economy or who belong to other vulnerable groups will qualify in the program.

The subsidy shall amount to P6,000.00, based on the prevailing regional minimum daily wage rate, which shall be used to provide for the basic food, medicine, toiletries, and other basic necessities of the most affected families.

Said issuance also provides that the following families shall be excluded from receiving the ESP if any of its member/s is/are:

  1. Elected and appointed government officials or personnel contracted in any national government agency (NGA), government-owned and controlled corporation, local government unit, and GOCCs with original charter;
  2. Employees in the private sector, or those in the formal economy;
  3. Retired individuals who are receiving pension; and
  4. Families with independent financial capacity.

In Davao Region, only 951,459 families will receive the emergency subsidy. ###
