Davao City – The regional office of the Department of Social Welfare and Development (DSWD) here has obtained the highest rank in the 2013 Office Performance Contract and Review (OPCR) among the 21 DSWD Offices throughout the country including the Central Office and the Attached Agencies which are the National Council on Disability Affairs, National Youth Commission, Inter-Country Adoption Board and Council for the Welfare of Children.
Director Priscilla N. Razon of DSWD said, “the DSWD XI Rank Category based on the Performance-Based Bonus (PBB) Guidelines is Best which topped all DSWD Units nationwide. Second top Best performer is DSWD Region XII followed by Regions VI, X, II, VII and Caraga which were rated Better, she said.
Secretary Corazon J. Soliman of DSWD congratulated every DSWD employee for his/her contribution in the achievements for the year 2013. “Moving forward, let us continuously work together with vigor and rigor so as to ensure that we all deliver on our commitments for this year.
Conducted by the DSWD Office of Strategy Management, Policy Development and Plans Bureau, Finance Service and Office of the Secretary, the DSWD offices were assessed based on the following variables or key result areas: (1) improved well-being of families; (2) case management of poor households; (3) expanding number of poor households identified in Listahanan availing SWD (social welfare and development) programs; (4) utilization of Listahanan by other social protection service providers; (5) increased number of fully functioning LGU Social Welfare and Development Office; (6) capacitating LGUs to implement devolved social services; (7) values-based and strategy-based allocation and utilization of resources; (8) expanding partnership in support to SWD programs; (9) application of critical competencies; (10) building a culture of innovation and convergence; (11) process excellence; (12) leadership and competency, among others.
Meanwhile, DSWD XI was also cited outstanding in the 2013 Report Card Survey of the Civil Service Commission (CSC) which measures agency compliance with the Anti-Red Tape Act (ARTA). DSWD
