VisMin Pantawid grievance officers convened for GRS enhancement workshop

DAVAO CITY -The Grievance Redress System (GRS) of Pantawid Pamilya is currently undergoing reforms – from a case-centric management of grievances to a client satisfaction and quality delivery of services.

To commence these changes, a GRS Level Up Skills Enhancement Workshop: Working towards an Efficient and Client-friendly GRS was conducted from April 9 – 11 at the Waterfront Insular Hotel here.

Over 135 grievance officers from the Visayas and Mindanao clusters attended the said activity.

The GRS undertook the strategy of client centrism in 2013. Along with ensuring timely, efficient and responsive resolution of grievances, the system now places importance on how the client is attended to. The approach of “client satisfaction and quality service delivery” will be adopted.

“It is not only important that a staff is acting in accordance to system procedures and processes, the staff’s good disposition in handling complaints is also equally vital,” said DSWD XI Director Priscilla N. Razon.

The GRS Level Up training has four primary objectives – (1) identify priority areas for development and reinforcement of GRS policies and procedures; (2) acquire the skills and knowledge necessary for establishing and strengthening client service delivery; (3) employ skills and expertise in handling/managing cases in accordance with the progression of policies and enhancements of processes governing the GRS reforms; and (4) review the effectiveness of the processes directed towards the improvement of GRS.

The Grievance Redress System (GRS) is a mechanism introduced by Pantawid Pamilya wherein beneficiaries and non-beneficiaries alike may express their questions, suggestions, complaints about the program implementation.

Many modes have been introduced/practiced to make filing a grievance a lot easier and simpler for the beneficiaries and non-beneficiaries such as the grievance text hotline, facebook, twitter, email and through the Pantawid Pamilya City/Municipal Links assigned in each barangay.

Pantawid Pamilya has been keeping children in school and families healthy since its onset in 2008. At present, Davao Region has 194,789 household beneficiaries in all 4 provinces, 6 cities, 43 municipalities covering 2,217 barangays. (DSWD)

More Pantawid ESGPPA scholars in 2014 -DSWD

DAVAO CITY  -“An additional 1,394 slots for the Expanded Student’s Grant-in-Aid Program (ESGPPA) will be available for Davao Region this year,” reports Elvie Bahinting, Regional Partnership Focal Person for Pantawid Pamilya.

Davao Region currently has 624 college scholars in seven state universities and colleges (SUCs)  – University of Southeastern Philippines (USEP) Compostela Campus, Davao Oriental State College for Science and Technology (DOSCST), Davao del Norte State College Panabo (DNSC), USEP Obrero, USEP Mintal, Southern Philippines Agri-business, Marine and Aquatic School of Technology – Digos City Campus (SPAMAST) and SPAMAST – Malita Campus.

The Commission on Higher Education (CHED) and Department of Social Welfare and Development (DSWD) spearheaded the SGPPA in 2012.

SGPPA ensures that the grantees are enrolled in selected SUCs duly recognized by CHED, channelled to CHED priority courses, and be extended the needed support that will guarantee completion of studies thus qualify them for a high-value added jobs in the future.

“A total of 4,041 scholars nationwide benefitted from the SGPPA for Academic Year 2012-2013. This year a staggering 36,000 scholars will be added nationwide for Academic Year 2013-2014 through ESGPPA,” Bahinting continued.

The selection of potential ESGPPA scholars is identified using the parameter of one beneficiary per Pantawid household. This number is proportioned to the number of households and the area coverage per municipality.

Potential scholars must be 16-20 years old and must be willing and interested to become a student beneficiary. Moreover, an upcoming student grantee must pass the entrance examination set by the respective SUC.

However, in cases that the number of potential beneficiaries exceeds the allocated slots, grade requirement shall be applied. Students belonging to the upper 20% of the graduating class will be prioritized.

The ESGPPA aims to contribute in the increase of the number of enrolment in higher education in line with the national government’s priority degree programs among poor households, and support college graduates’ entry to labor markets through placement assistance.

A student-grantee receives a maximum of Php 60,000.00 scholarship grant per school year or P 30,000.00 per semester. This is broken down to Php 20, 000/year Tuition Fee Cost, Php 5,000/year Textbook Fees and other learning materials, and Php 35,000 (that is, P 3,500/month x 10 months) stipend (for board and lodging, transportation, clothing, health/medical needs, basic school supplies and other related costs).

Laak marks 35th founding day

Laak Mayor Reynaldo B. Navarro awards a plaque to Director Priscilla N. Razon of DSWD after she delivered her Keynote Message during Laak’s 35th Founding Anniversary Program on Friday, representing DSWD Secretary Corazon J. Soliman. The town held the annual celebration under the theme, Padayon nga Kahiusahan, Yawi sa Padayon nga Kalamboan. In her message, Director Razon lauded Laakeños for having victoriously surmounted and prevailed over the various challenges that visited the municipality especially after the sizeable destruction caused by Typhoon Pablo in 2012. She also cited Laak as being one of the most supportive local government units in the discharge of social development programs. (DSWD)

Pantawid farmers trained on organic agri

MARAGUSAN, COMPOSTELA VALLEY – Some 25 survivors of Tropical Storm Pablo and Pantawid Pamilya beneficiaries here recently graduated from Organic Agriculture Production at ACES Polytechnic College in Panabo City.

These farmer-beneficiaries who lost their livelihood source after typhoon Pablo were provided an opportunity for a vocational and technical enhancement training through the Sustainable Livelihood Program (SLP) of the Department of Social Welfare and Development (DSWD).

Half of the training cost was sponsored by DSWD while the other half came as scholarship grant from the school.

The training which covers 232 hours aims at generating employment and income for the recipients as well as mobilizing them to cultivate and produce healthy and environment-friendly crops and vegetables.

“This is the first batch of Pantawid recipients who trained with ACES Polytechnic College. Earlier, DSWD also facilitated the same training for typhoon survivors of Monkayo. Definitely, we are doubly happy as three councillors have already committed to extend financial assistance to these graduates so they can pursue what they have learned and replicate this in their community,” said Director Priscilla N. Razon.

DSWD and ACES Polytechnic College will continue assisting internally displaced persons (IDPs) or disaster victims and other disadvantaged individuals by giving them access to quality education and training for non-degree course appropriate to their individual capacities and relevant to the immediate needs of their communities, Director Razon added.

SLP is one of the poverty-reduction programs of DSWD along with Kalahi-CIDSS and Pantawid Pamilya.

Kalahi-CIDSS: Program guidelines, transparency vital

MONKAYO, COMPOSTELLA VALLEY – Kalahi-CIDSS [also known as National Community-Driven Development Program] underscored the importance of partnership, guidelines and transparency in program implementation as it launched its 3rd cycle here with a Municipal Orientation.

The goal of Kalahi-CIDSS was tackled during the orientation.

Local government officials were re-informed about the main goal of the program, which is to train and mold different barangays to have access and control of key development decisions and resources through a guided process of community mobilization.

Per DSWD experience, social preparation and community mobilization inspire people to become more responsive and most likely develop a sense of accountability to their sub-projects.

Further, active involvement of stakeholders would help in maintaining completed community projects later as it instills a sense of ownership toward the projects.

Joel Quiño, Kalahi-CIDSS Area Coordinator of Monkayo eagerly discussed program guidelines to barangay officials and beneficiaries.

He stressed that monitoring of the guidelines requires keen supervision, focused intervention, structured learning and flexibility to be able to meet the timeline of the sub-project.

“If program guidelines will be keenly observed through the cooperation of local government officials and beneficiaries, results of impact assessment in the future would be favorable thus satisfying the program objective,” Quiño added.

The municipal orientation was attended by Mayor Joselito B. Brillantes, barangay officials, DSWD program beneficiaries, Indigenous People representatives, Kalahi-CIDSS municipal coordinating team and DSWD officials.

“I am enormously thankful of the project of the Department of Social Welfare and Development (DSWD), because through their partnership and communication with us, we are now slowly eradicating the poverty in the community,” Mayor Brillantes said in an interview.

He assured that the local government will maintain transparency in the implementation of sub-projects to ensure completion on time and functionality.

Following the orientation, municipal, barangay and DSWD officials signed the Manifesto of Support to signify their commitment to work together for peace and development.

Presently, the different barangays in Monkayo are already at 90%-status in implementing the Kalahi-CIDSS 2nd cycle. This is a manifestation that Kalahi-CIDSS continues to soar high in its goal in poverty reduction. (DSWD)

Travel clearance for minors: A ‘must’

TRAVEL CLEARANCE. A father and his son secure a Minor’s Travel Clearance at the Protective Services Unit of the Department of Social Welfare and Development. A travel clearance is issued to a minor traveling outside the Philippines unaccompanied by his/her biological parents to protect him/her from various forms of child abuse and exploitation such as human trafficking. It certifies that the minor is authorized to travel abroad for valid reasons. Application for travel clearance peaks just before long vacations start. For the 1st quarter of 2014, a total of 298 Travel Clearance Certificates were issued by DSWD XI. Clearance for domestic travels of minors is issued by the local government unit where the minor resides. (DSWD)

Pantawid parent leader as public servant

Parent Leader Joseph Bantayan participates in the recently conducted Parent Leaders Assessment on the conduct of FDS at Honey’s Hotel, Mati City, Davao Oriental.

DAVAO CITY – “Public service must be more than doing a job efficiently and honestly.  It must be a complete dedication to the people and to the nation.” Forty-four-year old Joseph Bantayan, a parent leader of Barangay Santiago, Caraga town, Davao Oriental lives by this mantra.

Selected as the municipal entry of Caraga for the 2013 Search for Huwarang Pamilya, Joseph is an epitome of a well-rounded public servant. He served as PTA President for four cummulated years.

He is also  a  “kaabag” (church lay minister) for 10 years now. Joseph has been a parent leader in Caraga since the program started in 2008. He was also identified as a federated parent leader of the program.

Joseph and his wife Rosemary, 39, own a small sari-sari store to augment the daily needs of the family.  Joseph is a college undergraduate while Rosemary graduated from a vocational course in dressmaking.

Trusting on the importance of education, Joseph and Rosemary pursued their children’s studies despite the monetary challenges they face.

Even though that is the only bequest we can leave them with),” shared Joseph.

As luck would have it, all of Joseph’s children – Alexis Jomari, 14, and in Grade 7; Virgil Mayo, 11, in Grade 6; May Anne Bernadette, 9, in Grade 3; and Vincent Jorenz, 7, in Grade 1 excel both in academic and non-academic activities.

During last year’s elections, Joseph ran and was elected as a Barangay Kagawad.

It is Joseph’s first term as barangay kagawad. He receives a monthly honorarium of P 5,400.00.

Despite the vast responsibility as kagawad, Joseph chose not to leave his responsibility as a parent leader.

I was molded as a public servant and a leader here in Pantawid Pamilya. Even in my own humble way, I want to return the goodness that the program has shown my family and my community),” Joseph added.

Joseph and some 6,000 parent leaders in Region XI have been helping shape the future for all Pantawid Pamilya beneficiaries in the region since 2008.

As Edward Everett Hale, a famous writer, puts is, “I am only one, but still, I am one. I cannot do everything but I can do something.  And, because I cannot do everything, I will not refuse to do what I can.”
