Davao City –The Department of Social Welfare and Development (DSWD) through its Listahanan will soon start validation of social pensioners and beneficiaries of the Modified Conditional Cash Transfer for Families in Need of Special Protection (MCCT-FNSP).

Director Priscilla N. Razon of DSWD explained that the special validation will uphold Listahanan’s objective of ensuring that all potentially poor families are assessed and included in the database which is the basis in identifying recipients of social protection programs of the national government.

For Social Pension, the assessment will legitimize the resumption of payment of the Php 500 monthly stipend to social pension beneficiaries.

Director Razon shared that Region XI has 14,635 senior citizens currently receiving the subsidy through the program.

To be conducted nationwide, this validation will ensure that only the poor will receive the monthly subsidy, and that deserving senior citizens not yet enrolled in the Listahanan database will be included since Listahanan will be the basis for eligibility,” Director Razon added.

On the other hand, the inclusion of MCCT-FNSP beneficiary-families in the Listahanan database as a result of this validation will guarantee their advancement to the regular Pantawid Pamilyang Pilipino Program.

In the house-to-house enumeration, the worker will use the two-paged (back-to-back) Family Assessment Form (FAF) with 52 variables. The use of the FAF will ensure consistency in determining the poverty status of the targeted poor families.

The newly assessed families will then be subjected to a proxy means test (PMT) for poor and non-poor identification.

PMT is a statistical formula that estimates the income of poor families based on the proxy variables contained in the FAF.

DSWD hired 10 Area Supervisors, 50 enumerators, 10 encoders to undertake and complete the special validation within 15 days.

Listahanan staffs are currently conducting orientation with the local government units as well as eliciting their support for the upcoming special validation.

Listahanan or Talaan ng Pamilyang Nangangailangan is a DSWD data management system that locates who and where the poor are. (DSWD)
