DAVAO City – “DSWD is one of the 22 government agencies in the region that obtained a Level II Accreditation Status from the Civil Service Commission (CSC). The results of the Level II Revalidation Assessment conducted by CSCRO No. 11 in May 2012 show that DSWD has continued to be compliant to the requirements for Level II-Accredited Status,” announced CSC Director Annabelle B. Rosell Monday morning during the DSWD convocation program.
Having received this citation, Rosell said DSWD will now qualify for Revalidation of its Level II Accredited Status to achieve the PRIME-HRM or Program to Institutionalize Meritocracy and Excellence in Human Resource Management. DSWD will have one year to comply with the requirements of PRIME-HRM, she said.
Rosell explained to DSWD employees present that among the PRIME-HRM requirements is the Human Resource (HR) Plan which comprises the Organizational Profile, HR Systems, HR Information System, HR Records Management, and Competency Level and Qualification of the HR Management Office.
Rosell revealed the Commission earlier conducted Human Resource Scanning to 82 government agencies. “We assessed Human Resource Management Offices and Human Resource Practices. We also did an Agency Human Resource Climate Survey.”
The CSC specifically looked into the Agency Mandate, Organizational Chart, Job Description, Recruitment, Promotion, Retention, Rewards and Recognition, Retirement, Employee Relations, Employee Health and Wellness Program, Employee Discipline, among others.
Director Priscilla N. Razon of DSWD said the Civil Service has been a constant partner of the Department. She urged her staff, “we will continue to work together to attain our PRIME-HRM Accreditation. The challenge ahead of us is very tough but we are blessed to be among the 22 Agencies to be accredited for Level II Revalidation.”
For its part, the CSC shall provide continuous technical assistance to DSWD “to ensure compliance with the terms and conditions of the accreditation.”
The CSC Level II Accreditation issued to DSWD was signed by CSC Chair Francisco T. Duque III, CSC Commissioner Mary Ann Z. Fernandez-Mendoza and CSC Commissioner Robert S. Martinez.
