DSWD Undersecretary for Institutional Development Group Mae Fe A. Templa discusses with Director Mercedita P. Jabagat of DSWD Region XI the regional structure and staff complement as well as the region’s active engagement with the local social workers’ organization and civil society groups during the recent DSWD Mindanao Island Cluster Consultation in Davao City. To the Board of Directors and Officers of PASWI Davao Chapter, fellow social workers, friends, ladies and gentlemen, isang mainit na pagbati para sa inyong lahat.

I am deeply honored to be invited in this significant endeavor and to be able to promote my unrelenting advocacies towards upholding the worth and dignity of our people, most especially the exploited and oppressed sectors of our society. Ito ay itinuturing ko’ng isang napakalaking pagkakataon para makaharap at makapanayam ko kayo dito sa Davao. I am hoping that as mandated of us social workers, that we are providing better programs and services and are efficiently delivering the services to the poorest sectors. Ang lahat nang ito ay nakasalalay sa ating tunay na malasakit para sa mga rank and file workers kabilang na dito ang pagtugon sa kanilang mga batayang pangagailangan at karapatan.

We are social development workers and as such there is a need for a continuing awareness and capacity building especially with the young generation of social workers.

Mindanao is very close to my heart. The Mindanaoans are hardworking, resilient at higit sa lahat kayo ay may mahabang karanasan sa pakikibaka  para sa tunay na pagbabago, kalayaan at kasarinlan. The bountiful natural resources, scenic views and tourist attractions are potential indicators that we can make Mindanao develop at its fullest. However, the root causes of poverty still prevail and constantly pull us deeper.

According to PSA (Philippine Statistical Authority) the top 11 of 20 poorest provinces in the country are in Mindanao (Lanao del Sur leading the way with a 74.3 percent poverty incidence. Other provinces in Mindanao included in the list are Sulu, Sarangani, Maguindanao, Bukidnon, Sultan Kudarat, Zamboanga del Norte, Agusan del Sur, Lanao del Norte, North Cotabato and Zamboanga Sibugay). Despite the various poverty alleviation initiatives implemented by the past administrations, poverty still prevails vastly.

Being the new Secretary of DSWD, it is our humble declaration that we are still in the transition phase and there is still much to be done.  Aaralin ko ito na kasama kayo. Further, I consider this meeting a privilege and an opportunity to share the thrusts and priorities of DSWD under the new administration. Pangungunahan natin ito sa usaping Programa at Serbisyo na nakatuon sa mga sumusunod:

Pag-alam sa paghahanda para sa nalalapit na La Niña at paano mabigyan ng pokus ang maagap at sapat na pagresponde sa mga naapektuhan;

Pag rebyu ng programang CCT at Kalahi CIDSS, ang dalawang mayor na “poverty reduction programs” ng DSWD;

Pag-alam sa tulong na naibigay ng DSWD sa mga magsasaka at mga komunidad na sinalanta ng tagtuyot nitong nakaraang dalawang buwan;

Pag-alam sa istatus ng mga tulong sa mga biktima ng  Yolanda at Pablo;

Pag-alam sa kalagayan ng mga Lumad lalo na yaong mga napilitang magsilikas at ang mga naitulong sa mga bakwit sa mga eskwelahan at simbahang nagsilbing evacuation centers;

Pag-alam sa kalagayan ng mga center/facilities ng DSWD para mga particular na sektor tulad ng mga may kapansanan, mga bata, mga matatanda, mga kababaihang biktima ng pag-aabuso;

Pag-alam sa kalagayan ng Crisis Intervention Units (CIU), ang serbisyong deriktang nagbibigay ng tulong pinansyal para sa bayad sa ospital, pagpapalibing, pag-uwi sa probinsya;

Aralin ang Sistema ng accreditation ng mga NGOs para mapadulas ito habang tinitiyak na hindi makakapasok ang mga pekeng NGOs tulad sa nangyari sa Napoles scam;

Pangalawang bahagi ay ang usaping Pinansya at Budget:

Magkaroon ng baseline data sa maiiwang financial accounts kabilang na ang mga bank balances as of June 30, 2016;

Magkaroon ng masusing pagrebyu batay sa mga resulta ng audit ng COA para sa gamit pinansyal ng DSWD sa nakaraang anim na taon;

Aralin at ipinal ang 2017 DSWD Budget Proposal batay sa direksyon at prayoridad na inilatag ng Pangulong Duterte at pakikipagkonsultahan sa DBM Secretary;

Ikatlong bahagi ay sa usaping Personnel at Staffing;

Sa kagyat, ang mga mababakanteng posisyon na co-terminus sa Kalihim ay mapunan;

Alamin ang kabuuang bilang ng mga empleyado ng DSWD ayon sa plantilla, mga casual at mga MOA at job order. Punuin ang mga bakanteng plantilla posisyon.

Magdaos ng mga konsultasyon sa mga Field Offices para malaman ang kanilang kalagayan;

Alamin ang kalagayan ng mga attached agencies at ang kailangang pag-aayos sa mga ito;

Harapin ang unyon ng DSWD at ipinal ang Collective Negotiation Agreement (CNA) na naumpisahan na sa nakaraang administrasyon;

At ang pang-huli ay ang Pa-aayos ng linkages sa mga Donor Agencies at Civil Society Organizations:

Alamin at pagtibayin ang mga ugnayan sa mga donor agencies na multi-lateral, bilateral at pribado na tumutulong sa DSWD;

Pag-aralan ang kasalukuyang roster ng mga partner POs at NGOs;

Gayunpaman, nais rin nating harapin ang patuloy na pagpapatibay ng Local Social Welfare and Development Offices/Units (LSWDO), dahil huwag nating kalilimutan na tayo ang pangunahing ahensya at organisasyon na magbibigay ng tamang direksyon at programa batay sa tunay na pangangailangan ng taumbayan.

Ating isabuhay at paigtingin pang lalo ang ugnayan sa pagitan ng National, Local na SWDOs, na syang pangunahing kaagapay sa  pagsasakatuparan ng mga programa para sa mamamayan. It is also our thrust to ensure that social workers are provided with appropriate and timely capacity building programs particularly in the context of case management and people empowerment. We need to ensure that our social workers are equipped with new and relevant social work technologies and explore more advance innovations in the field of social work so that we could further serve our program partners efficiently and effectively.

Furthermore, the DSWD conveys its full and unyielding support to the strengthening of PASWI as the recognized professional organization of social workers. In fact, come October 2016, there will be a National PASWI Conference to be held in Subic, Olangapo City. As our gesture of support, we will encourage the social workers to join the conference on official time, while we will provide complementary allocation for workers who will showcase and present results of their research studies that aim to enhance the program policies, programs and services. Sa pangkabuuan ating pagtibayin ang kolaborasyon at pagtutulungan ng DSWD, LSWDOs at mga pribadong sektor upang mas mapabilis ang pagtugon sa hamon ng panahon.

Call to action for PASWI:

Collaboration and unity in serving the 280,325 assessed poor households based on the recent Listahanan Result

Push for the regularization of MOA and contractual workers;

Assert meaningful and substantial benefits for rank and file workers;

Ensure gender responsive programs and policies for all;

Increase advocacy of encouraging young generations to take social work course;

As one organization, let us unite in bringing about genuine change and preferential option for the poor, vulnerable and disadvantaged. Let us contribute to the overall efforts towards sustainable and pro-people development.

Therefore, I would like to encourage everyone to gear up, and be ready for a wave of change as we hurdle the challenges ahead of us and celebrate our future victories.

Ikaw, ako, tayo, sabay-sabay po nating ipagpatuloy ang tunay na malasakit sa mahihirap. Gawin nating  maagap at mapagkalinga ang serbisyo para sa mamamayan.

I would like to quote Nelson Mandela, “Overcoming poverty is not a gesture of charity. It is an act of justice. It is the protection of a fundamental human right, the right to dignity and a decent life.”

DSWD Secretary Judy M. Taguiwalo receives a Certificate of Appreciation from Philippine Association of Social Workers, Inc. – Davao Chapter (PASWI-Davao) President Liwayway A. Caligdong after the former delivered her keynote speech at the PASWI-Davao Annual General Assembly at Ateneo De Davao Community Center on Friday. Secretary Taguiwalo was in Davao for the DSWD Mindanao Island Cluster Consultation. She also met with members and officers of DSWD XI Social Welfare Employees’ Association of the Philippines and with members of Davao Media. She capped the day with a visit to Davao School for the Visually Impaired. (DSWD)
